關鍵技術及研發

公眾對氣候變遷的認知調查 台灣不僅是高溫室氣體排放國家,亦是高氣候變遷衝擊風險地區,因此,台灣國民如何看待、理解,並因應這個科學複雜的全球問題是十分重要的研究議題。全國的調查研究及果顯示雖然台灣一般大眾高度關切氣候變遷風險且願意採取一些氣候行動與支持氣候政策,但是對於氣候變遷的科學知識仍處於中等的理解程度。此高度認知的結果可能源自台灣民眾普遍具有的生態公民價值觀。

氣候變遷調適與災害風險減輕的整合研究 許多學者與政策制定者皆認為整合「氣候變遷調適」與「災害風險減輕」有其必要性,因為整合兩議題在實務上有助於政策的一致性,並增加效益。我藉由一個實證研究去檢視「氣候變遷水資源調適」與「乾旱災害減輕」整合的困難與挑戰,結果發現兩者目前在實務上有分離的情形,此分離源自社會與政治因素,例如:利害關係人傾向將短期的旱災列為優先處理事項;政府體制上此二議題分屬於不同單位的權責。
